JOB ROLE
Job Role Description
The Director Finance (FD) is a key member of the senior management team. He/she balances the responsibilities of
stewardship of finances with business partnership. He/She strategies for the short, medium and long term financial needs
of MINDS in line with the overall strategic direction. He/she acts as an integrator and navigator for the organisation by
effectively leading the finance and accounting functions including protecting the critical assets and financial health,
compliance with financial regulations, communicates value, financial information and risk issues to the management.
He/she ensures an efficient and effective finance structure to provide a range of services to support the operations,
including cash flow management, financial planning and analysis, treasury functions, finance operations and tax.
The FD is responsible for driving change in the finance function and organisation. He/she pushes for business improvement
initiatives such as efficient cost right-sizing, procurement and pricing, as well as develops processes and promotes
innovations that create value for the organisation.
Beyond finance, she is responsible for developing the strategic approach to the procurement management process that will
generate cost savings, help to add value and efficiency for the organisation.

• Providing leadership, direction and management to the finance and
procurement team.
• Be a partner to the Senior Management to provide financial
recommendations to support strategic plans.
Budgeting & Forecasting • Managing the processes for financial budgets and forecasting.
• Advising on long-term business and financial planning.
Costing, Pricing & Financial Modelling
• Overseeing the costing and pricing of programmes to ensure financial
sustainability.
• Proposing financial models to support business proposals and evaluate
financials of programmes run by MINDS.
Financial Reporting
• Overseeing the preparation of all financial reporting.
• Direct the timely preparation of monthly financial management reports
suitable for management decisions.
• Overseeing the annual financial statements are prepared in accordance with
Singapore’s regulatory framework for charities and fit for auditing and
reporting to external stakeholders.
• Ensuring that GST is kept and reported in accordance to GST Rules and
Regulations for Charities.

and Its risk management
• Review all finance and Procurement Policies and Procedures for relevance
• Responsible for ensuring the financial risk and compliance management is
embedded and operational for the organisation
Supports to Stakeholders (internal &
external)
• Establishing and developing relations with senior management to achieve
budgets and business plan targets
• Create a good business relationship with external partners and stakeholders
like funders, bankers, etc.
• Providing training to internal stakeholders to enhance their knowledge on
financial and procurement practices.
Investment Management
• Develop, review and implement the necessary investment strategies and
plans to support the delivery of unfunded projects and capital developments
• Oversees the investment of funds held by the organisation and assess and
manage associated risks.
Reserves Management
• Develop, review, implement and monitor the reserves deployment strategies
and plans to (a) ensure that sufficient reserves are maintained to guard
against unfavourable funding, economic and/or financial situations and (b)
ensure that future development plans are financially sustainable.
Procurement Management
• Responsible for the development and implementation of policies, procedures
and systems to support the procurement of goods and services.
• Develop a centralized procurement program that adds value and efficiency to
the organisation.

MINIMUM REQUIREMENTS
Education and Experience • A degree in Accountancy or Finance.
• At least 15 years’ experience in similar position.
• Experience working in the social services, education or health sectors is an advantage.
